Salem Sentence Date Records

WVDCR uses more precise terms than “projected release date.” Policy 454.10 defines Minimum Discharge Date or Final Release Date as the scheduled sentence endpoint if the person remains continuously incarcerated and loses no good time. Policy 151.07 makes the time sheet the computation record and combines consecutive sentences. Parole Eligibility Date only marks when Board consideration becomes available.

West Virginia Code §15A-4-17 generally grants eligible adult WVDCR inmates one day of good time for each day physically incarcerated, including credited presentence jail days. Life sentences do not earn that credit under the section. Discipline can forfeit credit, and approved restoration or extra credit can revise the calculation. West Virginia has no verified blanket 85-percent rule for all state sentences.

A passed MDD may have been revised because of discipline, restoration, aggregation, a later court order, or another computation fact. A detainer can also change the destination. Parole ordinarily runs to the sentence maximum less lawful deductions under §62-12-18. WVDCR may seek early discharge after at least one year, but approval is discretionary. Mandatory supervision is also distinct. For covered offenses, state law can shift part of accumulated good time into a period of post-release supervision. The routine Harrison jail is North Central in Doddridge County, while Salem is a state correctional center identified at the Harrison and Doddridge boundary. Salem stands at 7 Industrial Boulevard in Industrial, one mile west of Salem. Its site covers 61 acres and formerly served as the West Virginia Industrial Home for Youth until July 1, 2013.

That location and history do not make Salem the standard Harrison arrest roster. Use North Central Regional Jail for the regional-jail path and Salem for a documented state correctional placement. Classification by custody type prevents a missing jail result from being mistaken for release.

A person may move from North Central into Salem or another prison after sentencing. The first facility’s record shows the end of that placement, while the prison result and facility history show continued state custody. Only the later discharge or release record establishes the next event.
