A Harrison County projected release date depends on the kind of custody and the record’s exact label. A pretrial detainee may have no fixed date because bond, a court order, or another hold controls departure. A sentenced state prisoner has a computed sentence timeline, but parole eligibility and final sentence release are different milestones. To learn when someone will be released, identify the facility and sentence first. Then compare the state corrections record with the court order and any supervision decision. An estimate that has passed does not prove actual release, and a grant of parole may still require more processing.

Harrison Release Dates Defined

“Projected release date” is a broad search phrase, not the most precise WVDCR term. Policy 454.10 defines Minimum Discharge Date, also called Final Release Date, as the scheduled sentence endpoint if the inmate stays continuously incarcerated and loses no good time. The time sheet under Policy 151.07 carries that computation and combines consecutive sentences. A Parole Eligibility Date, or PED, only marks when the Parole Board may consider the person.

Actual release is a third fact. It is the date the facility processes the person out and records the destination or status. A court order may authorize release before the physical checklist is complete. A parole grant may remain subject to an approved plan, transfer, intake, or other terms. A state sentence can also end at one WVDCR placement through transfer rather than community departure.

Harrison Custody Sets the Date

Start with the placement. A Harrison County pretrial detainee is usually held at North Central Regional Jail, which WVDCR operates in Doddridge County. That person does not have a sentence-based MDD while the case awaits disposition. Bond, dismissal, a release order, a detainer, or a new sentence can change the result. A sentenced state prisoner at Salem or another WVDCR prison follows the prison-search and sentence-computation route. Research could not reliably confirm that the public prison result always displays PED or MDD. Do not infer a missing field. Request the operative time sheet or discharge record from WVDCR.

Federal and immigration dates belong to different systems. BOP can show a projected or past federal release date, but leaving BOP does not rule out another authority. ICE ODLS is not a sentence calculator. A Harrison court sentence, a federal sentence, and an immigration hold must be described as separate custody events.

Find Harrison Projected Release Dates

The official sequence avoids treating a rough estimate as fact. It also accounts for the two WVDCR applications: the regional-jail search for North Central detainees and the prison search for sentenced state prisoners. When the public result supplies a date, copy its label exactly.

  1. Identify North Central, Salem, another WVDCR prison, federal custody, or another placement. Do not choose a search merely because a Harrison case is involved.
  2. Read the controlling sentencing order. Note determinate or indeterminate terms, concurrent or consecutive structure, and credited presentence jail time.
  3. For a state sentence, open the WVDCR prison search, confirm identity, and record any visible status and date labels without renaming them.
  4. Separate PED from MDD or Final Release Date. A future PED is not a promised departure date.
  5. Check later discipline, credit, sentence, detainer, parole, and mandatory-supervision records that may revise the computation.
  6. Ask WVDCR Records or Sentence Computation for the operative time sheet when the public screen is missing or stale.
  7. After departure, confirm actual date and destination through the release checklist or discharge certificate.

Harrison Good-Time Release Rules

West Virginia has no verified blanket rule that every state inmate must serve about 85 percent. Federal shorthand should not be imported into a Harrison County calculation. The state uses sentence type, credited jail time, aggregation, statutory exclusions, good-time loss or restoration, approved extra credit, parole, detainers, and mandatory supervision.

Under West Virginia Code §15A-4-17, an eligible adult WVDCR inmate generally receives one day of good time for each day physically incarcerated. Credited presentence jail days can count. Time on parole, bond, or another nonincarcerated status does not. Good time is deducted from the maximum indeterminate term or a fixed determinate term. Life sentences do not earn it under this section, and consecutive terms are treated as one aggregated sentence for this calculation.

Discipline may forfeit some or all granted good time. The superintendent may restore it with required approval. WVDCR must revise its sentence or minimum-discharge statement when loss or restoration changes the earliest discharge. The commissioner can award extra good time for specified meritorious service, and an eligible felony inmate may receive up to 90 days for each approved, nonrequired academic or vocational program.


Harrison Mandatory Supervision Dates

For specified violent, firearm, and minor-victim felonies committed on or after July 1, 2013, §15A-4-17(k) deducts one year from accumulated good time to create a year of mandatory post-release supervision. For other felonies, subsection (l) allows a sentencing court to order up to 180 days through post-release mandatory supervision. Section 15A-4-17a also provides a distinct plan process before minimum expiration for certain eligible people who did not receive discretionary parole.

These provisions can make the secure-custody exit date differ from the sentence’s final end. The person may leave prison and still remain subject to a mandatory supervision record. Describe that event as release to supervision when the record supports it. Do not label the person fully discharged until the responsible authority records the end of supervision.

Parole uses another framework. Under §62-12-13, the ordinary eligibility rule looks to the minimum of an indeterminate term or one fourth of a definite term, with many sentence and offense exceptions. Section 62-12-13a states that eligibility does not confer release. Always use the law applicable to the offense date and the person’s actual sentence.


Why Harrison Release Dates Change

A computed date rests on facts that may change. Some revisions affect sentence credit. Others change the destination without changing the end of the current placement. The operative time sheet, latest court order, and release plan reveal which kind of change occurred.

A release plan can also delay a parole grant. For a North Central candidate, Board guidance describes transfer for WVDCR intake and fingerprinting before actual release. That transfer should never be posted as community departure. Each date should retain its own label.

Note: A future date remains conditional until WVDCR records the actual release event and its destination.


Passed Harrison Release Estimates

When a displayed estimate has passed but the person still appears confined, first determine whether the value was PED, MDD, or another estimate. A passed PED may mean only that parole consideration became possible. A former MDD may have been revised after discipline, restoration, aggregation, a new court order, or another computation change.

Check new cases and detainers as well. A hold may keep the person in custody or send the person to another authority after WVDCR processing. Mandatory-supervision conditions and an incomplete release plan can also affect the path. Public data can lag. None of these possibilities should be asserted without a matching record.

Ask WVDCR Records or Sentence Computation for the current time sheet and the reason for revision. If the concern is actual departure, request the release checklist, discharge certificate, release order, and after-the-fact destination. A passed estimate is not proof of completed release or of an error in confinement.


Confirm Harrison Actual Release

Actual release confirmation comes after the sentence estimate. For a state prisoner, record the exact WVDCR public status and date, then compare the discharge certificate and checklist. For a North Central detainee, use the court order and regional-jail release record. VINE can report a custody change but is not a certified historical ledger, and WVDCR can delay a transfer notification until arrival at the receiving facility.

Positive records are stronger than absence. A matching discharge certificate, actual checklist, or release record identifies the event. A name missing from the jail search may instead reflect prison transfer, another jurisdiction, spelling variation, sealed material, lag, or a search fault. The final description should state whether the person left one placement, entered supervision, transferred, or reached full discharge.

Name the operative time sheet, release checklist, Order of Release, discharge certificate, actual end-of-custody date, and after-the-fact destination. Include the name, offender number when known, facility, case number, and sentence period. This narrow request helps WVDCR locate the record and separates sentence computation from physical processing. If a court order and agency record disagree, preserve both and ask the custodian of each record to review its own field.

Confirm the destination: Leaving North Central, leaving a WVDCR prison, and leaving all custody or supervision are not the same event.
