North Central Release Destinations
Release from North Central Regional Jail is not one outcome. A Harrison detainee may leave on bond, time served, dismissal, or another court order. A sentenced person may move into WVDCR prison custody. Another person may transfer to a county, federal, or immigration authority. Parole or another form of supervision can follow physical departure. The disposition and after-the-fact destination must support the description.
WVDCR controls the regional-jail booking and legal file. Policy 151.00 identifies end-of-custody records such as an Order of Release, court-ordered release, discharge or final-discharge record, death record, and release checklist. The checklist is the strongest routine record for actual processing. A Harrison court order explains why release was authorized, but it may precede the gate time.

The official route starts with the correct WVDCR index. North Central is a regional jail, so use the jail application first. A current positive result supports current recorded jail custody, subject to the agency warning that data changes fast. A missing name does not select among release, transfer, lag, name variation, or another jurisdiction.

For a formal record, direct the request to WVDCR as custodian of the booking and legal file. Give the name, date of birth if known, offender number, booking period, facility, and Harrison case number. Ask for releasable portions, electronic delivery when available, and the legal basis for each withholding. West Virginia FOIA requires a reasonably specific request and a response as soon as practicable within five days, excluding weekends and legal holidays.

North Central Release Records
A focused request should name the exact end-of-custody evidence. Ask for admission date, facility history, actual date and time North Central custody ended, release or transfer disposition, after-the-fact destination, holds or detainers, Order of Release, release checklist, discharge certificate if applicable, and sentence time sheet. Invite redaction of protected medical, victim, security, juvenile, or investigative material.
The Harrison Sheriff is the correct custodian only for a sheriff-created arrest, transport, or agency photograph. It does not control the WVDCR release checklist. Likewise, a court clerk can provide an identified order, but the order may not show when physical processing finished. Sending each request to the record’s creator keeps the evidence clear.
Positive records are stronger than absence. A checklist plus a court order can support community release. A destination plus a new prison result supports transfer. If an online field appears wrong, preserve the URL, access time, disputed field, and supporting order, then ask WVDCR to review its own data.

North Central Transport After Release
North Central publishes no release timetable or approved waiting area. Its official rules prohibit parking-lot loitering and require nonvisitors to stay off facility property. Families should not wait at the jail without permission. Call 304-873-1384 before traveling and confirm when and where an authorized pickup can occur.
The rules also state that there is no local transportation and no bus service. They identify the nearest taxis in Clarksburg and Parkersburg. This makes advance transport planning a real part of a Harrison release. Public material does not promise a bus ticket, facility ride, or transport voucher, so none should be assumed.
A pickup plan must also account for destination. Transfer to prison or another authority is not a family pickup event. A person released to parole or another program may have reporting terms. Confirm the checklist and office assignment before acting on an estimate.
North Central Processing Fee
West Virginia Code §15A-5-8 provides a $30 regional-jail processing fee, preferably paid before release. The law also supplies a documented refund route when the person is not convicted. No refund applies when any of several charges, or a lesser or related offense, results in conviction.

Harrison Custody Geography
Harrison’s ordinary jail is in Doddridge County, while Salem Correctional Center is identified at the Harrison and Doddridge boundary. This counterintuitive map is why custody type matters more than a county name. North Central serves Harrison and seven other counties and has both regional-jail and correctional functions.
A brief Harrison detention belongs in the regional-jail search. A person committed to a state sentence belongs in the prison search, including after transfer to Salem Correctional Center and Jail. The Clarksburg Parole Office becomes relevant only after evidence of state parole or conditional supervision. None of these systems is a substitute for the others.
Federal and immigration holds require separate proof. BOP covers federal sentenced custody, ICE ODLS covers immigration custody, and the federal docket supplies USMS pretrial orders. “Not at North Central” plus “not in BOP custody” still does not prove community release.
North Central Court and VINE Checks
Harrison court data can explain why a short custody record ended. Magistrate Court carries early charge, bond, misdemeanor, and preliminary history. Circuit Court carries felony pleas, sentences, probation, revocations, and later orders. Search both when a felony began in Magistrate Court and continued in Circuit Court. The Magistrate search caps results at 30 and does not provide documents online, so use a case number or clerk contact for a common name.
A bond entry, dismissal, time-served sentence, or release order supplies legal context. It does not establish the precise North Central exit time. Another charge, detainer, or jurisdiction may block departure after one bond event. Ask WVDCR for the actual date and time, disposition, checklist, and destination before describing community release.
West Virginia VINE covers all ten regional jails and WVDCR correctional facilities. Search one person, compare all shown identifiers, and read the exact custody wording. WVDCR withholds a transfer notice during movement until arrival, so a notification gap may describe transport.
VINE is a status aid, not a certified release ledger. Published sources establish no fixed update interval, released-record retention period, or exact released label. When proof matters, use the WVDCR file and court order.
North Central Status Corrections
If the public WVDCR result seems wrong, record the exact spelling used, the search date and time, the URL, and the disputed field. Preserve the court order, release checklist, or discharge paper that supports a correction. Send the issue to WVDCR for its OIS or legal-file data. A court clerk should address a docket document, while VINE support and the reporting agency handle notification data.
A request for releasable material may be narrowed by date, booking, Harrison case, and named document. If WVDCR withholds material, ask for a written denial that identifies the exemption. West Virginia FOIA provides a court-enforcement route, but protected medical, victim, security, juvenile, and investigative information may still be redacted.
This correction trail matters because North Central information can change quickly. Save positive evidence rather than relying on memory of a prior roster screen. The most accurate statement identifies the source, access date, and narrow custody event it proves.
