Harrison Released Mugshot Records
A mugshot is a booking photograph made during agency processing. WVDCR Policy 151.00 says adults receive front, left-profile, and right-profile views through LiveScan. Only the front view is used in the Offender Information System header. Policy 142.00 treats the file photograph as public offender information, subject to lawful limits and redaction. That supports a focused request after an online result disappears.
Online display and record custody are different. The WVDCR jail search may display a front-view photo while a North Central record is available. The prison search may display a photo for a state-sentenced person. Research did not verify a public released-photo archive or a fixed retention window in either search. An absent image does not show that WVDCR deleted the legal-file photograph.
A booking image records appearance at one point in time. It does not establish the outcome of a Harrison County charge. Nor does it establish that the person remains confined. Pair the photo with the matching identifier, facility, booking period, and latest court disposition before treating it as the same person and event.
Harrison Released Mugshot Channels
The official trail starts with the agency that made the image. Harrison’s routine jail is North Central Regional Jail, a WVDCR facility outside the county. The Harrison Sheriff creates separate arrest or transport records. Court systems explain the case but are usually not the first photo source. Other publications may preserve an old image, though they cannot settle present custody or disposition.
| Channel | Has photo? | How to access |
|---|---|---|
| WVDCR jail search | May show OIS front view | Search the regional-jail application; no released archive is verified |
| WVDCR prison search | May show state-prison image | Use for a sentenced or formerly imprisoned person |
| WVDCR record request | File photo is documented | Request the releasable front-view photograph with booking details |
| Harrison Sheriff request | Only if sheriff created one | Ask for a specific arrest or transport image |
| Court record | Usually not the first source | Use it to confirm identity and case outcome |
| Official press release or news | Sometimes | Treat as a dated publication, not a current roster |
| Third-party publication | Sometimes stale | Use only as an unverified lead; no commercial links are provided |
The Harrison County release record supplies the custody and disposition context that a photo alone lacks. Search both WVDCR applications if the person may have moved from North Central to state prison.
Note: A matching face without a matching identifier, booking, and case is not reliable proof of identity.
No Harrison Mugshot App Verified
No official Harrison County, West Virginia sheriff jail app was verified. Search results often point to Harrison County, Mississippi products. Gulf Coast addresses and a 228 telephone code reveal that mismatch. Those products must not be used to describe a West Virginia booking, recent release, or photo channel.
The correct public custody route is the WVDCR Offender Search. Choose the regional-jail application for a North Central detainee and the prison application for a state correctional sentence. “Daily Incarcerations” is an admissions summary, not a released-person gallery. It cannot substitute for an official Harrison County mugshot archive.
A photo on an old agency social post also has a narrow meaning. It shows that the agency published the image with that event. Read the publication date, stated charge, and agency identity. Then obtain the current disposition and release record. Do not infer that the person is still in custody, was convicted, or left on the date of the post.
Request Harrison Released Booking Photos
West Virginia FOIA permits a reasonably specific request for nonexempt public records. WVDCR controls the North Central booking and legal file, including the documented file photograph. The Harrison Sheriff controls its own arrest and transport material. Sending a request to the wrong agency can delay the answer, so name the creator and event rather than requesting “all mugshots.”
- Identify the full name, date of birth if known, offender or booking number, facility, Harrison case number, and booking period.
- For a North Central or WVDCR prison image, ask WVDCR for the releasable front-view booking or file photograph tied to that booking.
- For a sheriff-created arrest or transport image, use the Harrison Sheriff FOIA form and specify that separate agency record.
- Request an electronic copy when available. Invite redaction of exempt material rather than asking the custodian to withhold the whole record.
- If denied, ask for a written reason and the cited exemption. Preserve the response with the case and image details.
Under §29B-1-3, the custodian must respond as soon as practicable and within five days, excluding Saturdays, Sundays, and legal holidays, by producing the record, arranging inspection, or giving a written denial. Reproduction fees may reflect actual cost, but search, retrieval, and staff time may not be charged under that provision. The Sheriff form asks for a maximum fee authorization and says the requester will be notified if the cost exceeds $25 or the selected limit.
A neutral request can ask for “the releasable front-view booking/file photograph for [person], tied to North Central Regional Jail, [booking period, offender number, and Harrison case].” Request the release checklist or disposition at the same time if the photo will be used to identify a specific release event.
Harrison Release Checklists Preserve Context
The most useful lasting local record is often the WVDCR release checklist, not an online photo. Policy 151.00 separately names the Order of Release, court-ordered release, final-discharge record, death record, and release checklist. Those categories distinguish community release, transfer, discharge, and other ends to a placement after the live roster stops helping.
Ask for the releasable photo and the matching end-of-custody record. The checklist can supply the actual processing date and disposition. An after-the-fact destination can show transfer to state prison, another jurisdiction, or another authority. A discharge certificate supports sentence completion. A court order explains legal authority but may precede the actual exit time.
When the photo is needed after roster disappearance, request the WVDCR front view for the identified booking. Ask the Sheriff only for an image it separately created. An official press release may add historical context, but label it with the original publication date. This record-centered method reduces the risk of attaching a stale image to the wrong release event.
Note: “Released from North Central” must not be rewritten as community release unless the disposition and destination support that claim.
Harrison Mugshots in Old Reports
An official press release or a news report may preserve an arrest image after an OIS entry disappears. That source proves only that the image was published with the described event. Check its date and caption. Then compare it with an official booking identifier and the current Harrison court disposition.
Third-party booking pages can be stale, mislabeled, or stripped of case outcome. They are a category of possible discovery lead, not an authoritative record. No commercial mugshot publisher, data broker, or removal vendor is linked or endorsed here. If such an image points to a possible booking, confirm it through WVDCR, the Sheriff’s own record, or the court before relying on it.
Federal pretrial photos are a separate limit. USMS policy restricts release of prisoner photographs and arrival or departure information, and there is no public Marshals inmate-photo locator. The federal docket can confirm a detention or release order. BOP applies after federal prison commitment, but a BOP image or past date does not settle any remaining state, local, immigration, or supervision status.
Harrison Mugshot Removal and Expungement
Expungement can change public access, but eligibility is fact-specific. West Virginia Code §61-11-25 covers petitions involving eligible dismissed charges and certain diversion or deferred matters. Section 61-11-26 addresses qualifying misdemeanor and nonviolent-felony convictions. Neither rule supports a promise that every agency image, old report, or notification artifact will disappear at once.
Start with the order. Send it to the custodian of the disputed official record and identify the exact URL, access date, image, and booking. WVDCR handles its OIS and legal-file data. The Sheriff handles its own post or photo. The clerk handles court material. Ask each custodian about its correction or removal procedure rather than asking one office to alter another office’s system.
No separate official West Virginia anti-pay-to-remove law was verified. Do not claim one, and do not treat a paid removal offer as proof of the charge outcome or release. For a covered agency social-media photo, use §62-1-6a only when its agency definition, offense scope, and qualifying outcome fit. For an expunged official record, rely on the actual order and custodian response.
Harrison Mugshot Social-Media Law
West Virginia Code §62-1-6a is a social-media publication rule with a precise scope. It generally limits a covered law-enforcement agency from posting the booking photo of a person arrested for an alleged minor offense, subject to listed exceptions such as conviction, a fugitive or imminent threat, and a court order. It is not a blanket bar on access to every booking photo.
The statute also provides a 14-day removal process for an agency-posted image after a proper request when the charge was dismissed, no indictment was returned, the person was acquitted, or the conviction was reversed, vacated, or nullified. The requester must use the statutory process and show the qualifying outcome. The rule does not establish that every copy held by every entity must vanish.
Most important here, WVDCR and its subordinate organizations are expressly excluded from the section’s definition of “law-enforcement agency.” That exclusion means §62-1-6a cannot be used as a blanket deletion rule for the regional-jail OIS or WVDCR legal file. FOIA, agency policy, an expungement order, and any applicable exemption remain separate questions.
The official booking-photo statute is shown in the successful page-matched capture below.
The image documents the law’s narrow social-media scope and reinforces why WVDCR’s statutory exclusion must be stated plainly.
